All directories are initially categorized by the lowest possible method to add a listing without link degradation. If you can list a website for free without getting a "nofollow" tag added to it, it is a free directory. Directories requiring a reciprocal link to be listed are link exchange directories. And if the only way to list a site is to advertise in a directory, that is a paid directory.
